Create new document. Take the Lasso, freehand the edge of the paper, and loop the selection across the bottom of the document.
Select a color for the paper, select , create a new layer and fill the selection.
Bring back the Lasso, click right click by selection, select command Create a work path(Make Work Path). Set the Tolerance value to 1px.
Select the following type of brush tool, adjust the size depending on the size of your document.
Press F5 - the brush editing window will appear.
Go to parameter Dynamics of shape(Shape Dynamics) and set the same parameters as in the image.
Take the Pen tool, right-click on the path and select the command Stroke the outline(Stroke Path).
Make sure that the brush is selected in the window that appears, and the option Simulate pressure(Simulate Pressure) has been disabled.
Repeat the stroke if necessary to achieve a realistic effect.
As you probably know, paper is made from several layers, especially if it is colored cardboard. And if you tear off a piece of such cardboard, you will see that it will delaminate at the point of the tear.
To create this effect, let's create another selection using Lasso. On a new layer (you will need to place this layer below the red one) fill the selection with a lighter shade.
Turn the selection into a path again.
We have just done the main part of the effect.
Not very similar yet. After all, it doesn’t happen that the torn part is just a single color. For more reality, you need to add texture.

First, you need to have an idea of what a torn edge of paper looks like. To see it, take a sheet of paper and tear it into two halves. Now look at the torn edge of one of the halves from as close as possible. Open the stock photo in Photoshop.

Working with brushes
