In the early 90s, RAO Gazprom needed high-quality communications between its numerous enterprises, which were usually located in places where there was no communications at all. To solve this problem, the OJSC company was founded in 1992 Gascom , the founders of which were RAO Gazprom, RSC Energia and Gazprombank. But the tasks of the enterprise were not limited to the creation corporate network Gazprom, the task was larger and more interesting - the creation of a new generation of communication satellites with subsequent operator activities.

The first network, called Yamal-0, used the capacity of the Horizon spacecraft. In parallel, an industry television network was created with signal transmission in MPEG-2 - then it was real advanced technology. The main thing was that Gazprom's management appreciated the advantages of satellite communications as a tool for solving their problems. In 1995, OJSC Gascom "Together with RSC Energia, we began creating the Yamal-100 communications satellite. A year later, a contract was awarded to Space Systems/Loral to supply the payload block. In 1998 "Gazprom Space Systems" began the creation of a digital satellite television system.

In December 1999, the new Yamal began normal operation at 90° east. The Gazprom network was immediately transferred to it, a communication and data transmission network was deployed for the Mezhregiongaz association, and the Gazprombank network was deployed. The operator's plans included not only providing communications and television broadcasting to the main shareholder, but also developing its own operator business. “Yamal-100” made it possible to receive a television signal over most of the coverage area with an antenna of 90 cm, and over a large area - at 1.80 m. The coverage area was also chosen well - almost all of Russia, excluding Chukotka. This boosted the satellite communications and TV market as it greatly reduced user costs. One of the successful niches that the operator found then "Gazprom Space Systems", became regional television.

On the occasion of the company's 25th anniversary "Gazprom Space Systems" (GKS) its CEO Dmitry Sevastyanov spoke in an interview with a special columnist for Standard, Irina Glukhova, about the formation of the operator business, about the first clients in Russia and abroad, about the business structure and the most promising market segments, and also shared his opinion about the new international initiative Satellite for 5G.

In the year of the company’s 25th anniversary, I would like to start the interview with the history of Gazprom Space Systems. Which companies became the first consumers of the GKS satellite resource?

In September 1999, almost seven years after the company was founded, our Yamal-100 satellite appeared in orbit, and in Russia the first (and so far the only) non-state satellite operator. First, we transferred Gazprom's networks to our own satellite, which were deployed even before this event and used the capacity of the state-owned spacecraft Horizon and Express. Switched to Yamal-100 and Gazprom TV channel Prometey-AST.

In the market, the operators Rostelecom and Vostoktelecom were the first to believe in us: since January 2000, they began using a total of 30 MHz on the Yamal-100 satellite. Soon Avtoradio joined them, and TV-6 became the first TV channel among our clients. Years have passed, and now the GKS client base in the b2b segment includes more than 250 companies.

- Has the entry of GCS into the market changed the balance of power in Russian satellite telecommunications?

The very fact that the monopoly on satellite capacity has become a thing of history has had a beneficial effect on the development of the industry. Telecommunications and television companies have a choice, and the state-owned satellite operator has a keen desire to increase competitiveness. The appearance of a new satellite resource on the market gave impetus to the development of satellite communications, because the quality of final services has significantly increased.

- When and how did the international business of GCS begin? Has this move been approved by parent company Gazprom?

Although GKS already had experience working on the Yamal-100 satellite with customers from the CIS countries, truly international business began with the launch of the Yamal-202 spacecraft. On April 29, 2004, it was accepted into regular operation, and just one day later the first international contract with the provider Insat came into force satellite services from Germany: in May of that year we earned our first $16 thousand. Soon clients came to us from the Netherlands (Carrier to Carrier) and Israel (RRsat).

As for Gazprom's attitude, the holding's management has always encouraged our desire to work in the international market. This business is understandable for Gazprom as a global company, and the economic and image effect of such activities is obvious.

- The coverage area of ​​the Yamal-202 satellite is very wide. Was it originally created with an eye to the international market?

Let's start with the fact that it was much easier to decide on the purpose of the Yamal-201 satellite (a companion of Yamal-202 in a pair launch on a Proton rocket). "Yamal-201" was needed in order to increase the orbital capacity in the key for Russian market position 90° E. and skillfully take advantage of the three-year developments of its neighbor in orbit, Yamal-100. This determined the coverage area of ​​the Yamal-201 satellite: Russia and the CIS.

And we had to think about what area the Yamal-202 should cover, since we wanted to use it to try on the role international operator. We did not yet have experience working outside of Russia, so we did not rely only on intuition and tested the concept of the future satellite on potential clients. We discussed it with the well-known British company Satellite Media Services at that time, which showed great interest in the resource of the projected satellite and attracted a number of Western experts to the dialogue.

As a result, a semi-global service area was formed, uniting European centers of concentration information resources and regions of their consumption (countries of the Middle East and Asia). The satellite capacity turned out to be optimal for organizing point-to-point channels, for operating VSAT networks of corporate clients doing business in developing countries, as well as for distributing TV channels.

Yamal-202 successfully fits into the international landscape, and despite the fact that there are enough Russian clients on this satellite, the share of foreign sales of its resource from year to year invariably exceeds 50%.

- What share of the capacity on the Yamal-300K, Yamal-402 and Yamal-401 satellites is rented by foreign clients?

The Yamal-300K and Yamal-402 spacecraft, launched into orbit at the end of 2012, significantly increased the export capabilities of the GKS. 80% of the sold capacity of the Yamal-300K satellite is paid for in foreign currency, and the share of foreign orders for the Yamal-402 resource is more than 40%. Our newest satellite, Yamal-401, is intended primarily for the domestic market, but it is also used by a number of foreign clients. The service area of ​​this satellite, covering almost the entire territory of Russia, is of interest to global air transport service providers. GCS's monthly revenue from foreign clients is almost $2.5 million. The share of foreign sales in the company's total revenue is 36%.

By the way, the World Teleport Association (WTA), in a recently conducted independent study based on a survey of service providers and teleport owners renting resources from satellite operators to provide services to end users, highly appreciated the quality of the GCS service in many respects. We can confidently say: our company has successfully integrated into the global satellite telecommunications community.

- What is the geography of GCS’s foreign clients?

Almost 50 teleports and satellite service providers from 30 countries use the Yamal satellite resource to provide a variety of services to end users in hundreds of countries around the world. The largest volume of capacity is rented by companies from the USA, Singapore, Hong Kong, the Netherlands, South Africa and the Republic of Vanuatu. 40% of the leased resource is used to provide services in South and Southeast Asia, approximately equally (25%) in Africa and the Middle East, 10% in Europe.

- What share of revenue comes from corporate clients? What are the prospects for the development of this segment?

The corporate sector stands out from the entire GKS business: its share is 57% of the leased resource. Actually, we started our history from this sector. Gazprom is our first and largest corporate client. And this despite the fact that its share in the GKS order portfolio does not exceed 5 %.

It is in the corporate sector (and even, perhaps, in the public services segment) that satellite communications especially acutely feel the pressure from fiber-optic networks. In those places where optical fiber has reached (for example, in the east of Russia) and the supply of cheaper resources for organizing backbone communication lines has appeared, the demand for satellite resources from Internet providers and operators has decreased somewhat cellular communications. But such cases as cable damage in the Khabarovsk Territory (in April 2017), when several regions were left without the Internet for some time, or a fire hazard, which this year increased the risk of damage to land lines in Siberia and Far East, again forced us to talk about the vulnerability of non-redundant communication networks. Life tells us that satellite communications will still be in demand, at least for the backup of terrestrial highways.

By the way, this state of affairs can be observed all over the world. For example, in July, a failure in an undersea fiber optic cable along the African coast cut off Internet access in West African countries. A little earlier (again due to a cable break), Angola experienced problems with Internet access for three weeks. We know this firsthand, since our Yamal-402 participated in correcting the situation.

GKS satellites were involved in the implementation of the Federal Target Program for the development of television and radio broadcasting in the Russian Federation, for TV broadcasts of the Olympic Games in Sochi and other major sporting competitions. Is the company ready to offer satellite resources for broadcasting the 2018 FIFA World Cup games?

I'll start with history again. GKS considers itself one of the initiators of the transition of television in Russia to digital. At the end of the 1990s, we built a television center in Moscow and began broadcasting central TV channels in digital format. Then we offered profitable technical solutions regional TV channels that were able to rent a satellite resource and acquire their own lifting stations television signals to the satellite, thereby significantly expanding the broadcast area.

Currently, over 220 TV channels are distributed via Yamal satellites (approximately equally in the C- and Ku-bands), of which more than 150 are federal, 40 are regional, and the rest are foreign.

The share of GCS satellite capacity used for television and other media applications as of 2017 is about 17 %. A few years ago this figure was higher. Then the state orbital constellation of satellites was experiencing difficulties, and we “sheltered” almost two dozen satellites on board the Yamal satellites. digital packages federal TV channels. After the problems were resolved, most of the channels included in the multiplexes were transferred to satellites of the Express family, which cannot but disappoint us as a commercial organization. True, our company is a participant federal program on the development of television and radio broadcasting: the Yamal-601 satellite under construction is “registered” in it. We expect that the existing and future resources of the SCS will be in demand to solve this important government task.

As for major sporting competitions, the Yamal-202 satellite was used to organize backup satellite communication channels for the period of preparation and holding of the Confederations Cup in Russia. The positive experience of the project gives GCS the basis to offer the resource of this satellite for broadcasting the 2018 FIFA World Cup games.

By the way, reporting and transmission of media content from various sporting events are increasingly organized with the help of Yamal. Thus, the capacity of the northern beam "Yamal-402" was used to broadcast from Kazan to Europe the stage of the Red Bull Air Race World Championship, which was held for the first time in our country. The same "Yamal-402" (but its southern beam) is regularly used for reporting from horse racing in South Africa. Yamal-402 also broadcast games of the African Cup of Nations in football, which took place six months ago in Gabon, and matches of the third division of the Kenyan football league.

What place does GKS have in the business of providing a resource for organizing communications on mobile objects — in particular, on airplanes and ships?

- "Yamal-401" and "Yamal-300K" satellites that are of interest to global providers of communication services and Internet access on board airliners. The fact is that the total service area of ​​these Ku-band satellites covers almost two-thirds of the Earth’s territory in the mid-latitudes of the Northern Hemisphere.

These spacecraft, as well as Yamal-402, are attracting the attention of companies serving sea ​​vessels: We have about a dozen such clients. The end consumers of services are passenger liners, yachts, tankers plying in the Mediterranean, North, Barents and even the Caspian Seas, as well as in the Persian Gulf.

The capabilities of the Yamal grouping for the Mobility segment turned out to be in demand, and now almost 14% of its shared resource used in this vertical market. We believe in the future of this business area and are paying increased attention to it.

On May 30, 2017, GKS signed a cooperation agreement with FSUE RTRS, providing for the creation of a teleport at the RTRS Siberian Regional Center facility. For what purpose and in what time frame is this teleport being built? When will GKS choose equipment suppliers for it?

The new teleport should ensure the operation of the Ka-band communication system, which will be deployed in the Siberian Federal District on the basis of the Yamal-601 satellite. This satellite, the creation of which is in full swing, is intended to replace Yamal-202 and develop the GKS business in the Ka-band. To organize Yamal-601 feeder lines, double use of frequency bands is used, and therefore it is necessary to have two geographically remote central satellite communication stations, including multiservice platforms.

One of the stations will be located on the territory of the reserve control center of the GCS and will serve a group of beams intended to support subscribers in the European part of Russia. This point is located near the city of Pereslavl-Zalessky, Yaroslavl region, and solves the problem of managing a group of GKS spacecraft in case of an emergency. emergency situations or carrying out preventive maintenance at the Shchelkovo telecommunications center. The second central station will be located at the RTRS satellite communications facility in the Novosibirsk region and will ensure the operation of the system in Siberia. Both locations were selected as a result of an analysis of the surrounding electromagnetic environment, which should not interfere with the operation of the system in the Ka-band.

Teleports should be ready for the launch of Yamal-601, that is, by the end of 2018. Suppliers central stations We will select satellite communications and multiservice platforms this year on a competitive basis.

At the International Aerospace Show in Le Bourget on June 21, 2017, 16 companies in the satellite communications industry (operators and manufacturers) signed the joint Satellite for 5G initiative. What opportunities do you see for using geostationary satellites in fifth generation networks and the Internet of Things? Does GKS plan to join the Satellite for 5G initiative?

Optimistic forecasts for the growth of demand for information flows, which will circulate globally between billions of stationary and mobile objects and devices, are forcing all IT and telecommunications players to rethink their business strategies so as not to be strangers in this celebration of life. Everyone understands that future solutions are a combination of ground-based and satellite technologies. This is also emphasized by the participants in the Satellite for 5G initiative in a joint statement. The obvious advantages of satellite communications will allow it to find its place in future innovative projects.

Operators of geostationary satellite constellations are also concerned about the question of which path to take next. Some decided to supplement the group with non-geostationary systems, others are more conservative and are looking for new opportunities within the framework of “traditional values.” GKS belongs to the second category.

One way or another, we are exploring the problems of using geostationary systems in management technological processes and organizing services within the Internet of Things. In particular, reality forced us to carefully study the impact on the quality of services of a large signal delay when working through a geostationary station. From our experience, we have found that the problem is largely far-fetched, since now most applications (including interactive ones) are insensitive to delays, and the upcoming 5G technologies will completely remove this issue from the agenda. Therefore, we are confident that in the coming world order there will be a worthy place for geostationary satellite systems.

As for the Satellite for 5G initiative, we, as staunch supporters of satellite communications, welcome any step aimed at supporting and popularizing it. As for participation in this undertaking, the leadership of the GKS will make a decision after studying this issue in detail.

OJSC Giprogaztsentr and OJSC Gazprom Space Systems are taking part in the development of design solutions, including the organization of technological communications along the gas pipeline route. In relation to the Power of Siberia gas pipeline, two stages of organizing technological communication can be distinguished - the construction stage and the pipeline operation stage. At each stage, satellite communications performs functions that are determined by the design documentation for the organization of technological communications. At the construction stage, satellite communications must provide channels for the needs of all construction participants: representatives of the investor, customer, designer, supervisory authorities, general contractor, contractors. According to the investor, it is the unified information environment, a component of which will be the Yamal satellite communication network, that can become one of the catalysts for construction, ensuring continuous and uninterrupted interaction of all its participants. On at this stage such advantages of satellite communications will be used as speed of deployment (about a month), flexibility to change requirements during construction ( throughput may increase two to three times), the ability to quickly relocate as construction sites move (once every three to six months), a flexible tariff system for providing on-demand channels in an IP environment combined with the high reliability of modern satellite systems (adaptive encoding methods , high energy satellites, availability factor of a single channel up to 0.999). Satellite channels will be provided for both traditional types of telecommunications - telephony, data transmission, intercom and video conferencing, corporate Internet, as well as relatively new types of services, for example, remote video surveillance of construction sites, broadband Internet access for individuals - residents of temporary residential complexes, providing communications between subscribers of mobile trunking networks. Communication channels of up to 2 MB/s will be provided between construction headquarters (central and regional) and construction bases directly along the route. At the first stage of construction, eight such channels will be organized, with subsequent expansion as needed. It was proposed to organize satellite communications using spacecraft (SV) of OJSC Gazprom Space Systems.
